Master plan panel votes 3-0 to fix minutes error

Southwick's Master Plan Implementation Committee debates whether canceling a goal should count as finishing it. The three-member panel, Dave Spina, Joshua Raymond and Norm Sheever, voted 3-0 to approve its September 2 minutes after correcting a misattributed motion second. Members leaned toward a rule that a canceled commitment earns "no credit for completion" but also "no penalty for a miss," warning that crediting cancellations could tempt departments to cancel unfinished work rather than report a miss outright.
The panel also flagged a likely duplicate entry between its year-two and year-three tracking lists for Planning Board housing and land-use items, reported 20 of 20 year-one action items completed pending paperwork, and said it will wait on Community Preservation Committee guidance before using the town's affordable housing trust for housing requests. Instagram updates remain frozen until a new student representative with Canva software access is named. The committee's next meeting is November 5.
