Southwick CPC Rescinds Library Project, Returns $22,695 to Preservation Fund

Southwick's Community Preservation Committee unanimously rescinded a library yard revitalization project and voted to return $22,695 to its General Unreserved Fund at the January 21 meeting. The Southwick Library Yard Revitalization Group pulled its application after learning its land does not fall under parks department governance, making it ineligible for CPA funding; the group had already spent $855 from the account and agreed to repay it. The committee also approved two warrant articles for annual town meeting: one covering the standard CPA fund splits — 10 percent each to open space, historic preservation, and housing, 65 percent to the general reserve, and 5 percent to administration — and a second appropriating $63,900 for Allen Treatment facility bond debt service, the remnant of an $800,000 special town meeting appropriation from 2020.
Members floated but did not vote on paying off the bond's estimated $300,000 remaining balance to eliminate interest costs. Master Plan Advisory Committee Chair Norm Cheever presented a proposal to establish a public housing trust fund under master plan housing action item 3.2; the CPC redirected the item to the housing authority, concluding that body, not the CPC, is the appropriate entity to create and administer such a fund.
