Southwick Lake Panel Votes to Close Bylaw Gap on Ice Vehicles and Events

Southwick's Lake Management Committee voted unanimously on five recommendations at its March 12 meeting, targeting ice-vehicle liability, ramp wages, and inter-board communication. The committee voted to ask the Select Board to strike a plowing exception from the town's prohibition on motor vehicles on the ice and to add language holding any person who sinks a vehicle or machinery in Congamond Lake responsible for "all expenses and environmental costs" — changes prompted in part by a truck that broke through the ice on January 22 and two unsanctioned "Snowdeo" snowmobile events in February that required four or five Massachusetts Environmental Police officers, three town officers, an ambulance, and a dive team at no recoverable cost to the town. "This was a private event that was inadvertently funded partially by town funds and state funds because there's no permit process," the chair said of the February events.

Ramp attendant pay was recommended to hold at $16.50 per hour, $1.50 above the state minimum wage, matching Parks and Recreation rates. The committee also voted to formally ask the Select Board to require any town board with a lake-related agenda item to explicitly notify the Lake Management Committee in advance with relevant materials, not merely a copy of a general agenda — a measure prompted by a marina expansion before the Planning Board at 141 Concom Road that members said proceeded without adequate notice to the lake panel.
